First question: is your basement warmer than you want/need it? If not, forget the insulation. If you do decide you want your basement cooler, get it from this place. 1" is fine

The parts you may need are available. You will have to search for them as millivolt is not common for boilers any longer. @Tim McElwain

You need to start by measuring the output of the thermopile. You may have a bad replacement or there might be a problem with the pilot burner or where it is located in the pilot burner.
You will need a good gas tech if you replace the valve to set it up properly.

there are some treatments for copper boilers that you inject and leave in. It cleans and keeps particles in suspension. Silver King was one brand. They have a nice hand pump also.
I prefer to run a cleaner, flush, refill and add a conditioner. I like to see the crud flush out.
If air is purged out, and pressure is adequate, based on age, dirty heat exchanger tubes are common in that type of boiler.

Why don’t you have the house winterized?
Pipes drained and blown out with air, then filled with antifreeze. Make sure you get someone who’s competent and thorough.
There’s no cheap work around if you need a new boiler. Maybe look into financing options.
