You could close that damper in the ash pit door.
Where are you taking the reading? You have the probe before the draft hood, right? It is unusual for a conversion to use a draft hood instead of a barometric(or even fixed) damper.

You are saying you open a bleeder on a radiator on the second or third floor and no water comes out? The pressure gauge may be lying to you. Get a gauge from the big box which you can fit on a drain connection in the basement and try that.

easy enough for a burner tech to reproduce and figure out why it won't fire when it is hot and has more draft or the components are hot and something like the ignition is failing. or the centrifugal switch on the motor or the combustion is off and that extra draft keeps it from lighting off or the motor is sticking or a number of other tings. A primary control with some diagnostics would tell you which part of the sequence is failing.

You need an air seperator or at least an air vent on the high point before the pump. As it sits, air can collect there and you can loose prime on the pump.
You also mentioned open loop. How exactly is this setup? Open system and stagnant water for 6months is a bad idea.

A lot more work and a lot more piping to make steam work successfully with multiple boiler. It can be done but $$$$.
Now if you install two boiler and keep 1 boiler valved off and manually change them over manually then there are no issues.
The issues have to do with multiple boiler on line at the same time. Controlling the condensate return can be difficult. You would need a boiler feed tank if the boilers have different water levels, overflow traps to control water level from condensation etc.
If gravity return you could make a pad so the boiler water levels match.
But there are a lot of issues and increased cost with multiple boilers.

You need a good commercial sheet metal shop. Don't bother with a residential duct guy. I am sure in a city like Memphis there are a few.

Zone valves and a flow check should never be together on the same system. You can manually open the flow check by turning the lever on top and leaving it that way.
However, I doubt if that’s your main issue. You’re either air bound or the zone valves are not opening. I’m assuming your circulator is pumping in the right direction.

Something is still not right. That is a standing pilot gas valve, there is no connection between the pilot and the controls. There's no way for the aquastat to kill the pilot flame.

Two disimliner metals but it is ok. Take them apart clean them up and put back together. Do it befor it gets worse.
