That brass spud can be carefully cut and caped out. You rarely have to remove them bushing unless you cut too deep in to the thread. As Mattmia said, this is plumbing 101 stuff. Mad Dog

You have to remove the spud and replace it with the spud that comes with the new valve. If your plumber doesn't know how to do that without breaking the radiator, find a better plumber.

I have checked the specs on B-vent and not one tells us what temperature it has to be heated to vent. Chimneys are not mechanical devices. They are chases. You don't have to heat ductwork to get heat to flow. Can you oversize a steam pipe? look at some old chimneys on commercial buildings and their massive brick chimneys. Think they get heated before they vent. And why do chimneys vent in the summer when nothing operating?
Draft is a sign of combustion air. The higher the draft the more combustion air is available. The taller the chimney the higher the draft.
A neutral pressure point is also called a blast gas. Back in the 80's there was a product called a Thermizer that was a flue restrictor for residential and light commercial. They were very dangerous on drafthood equipment if you didn't understand venting and combustion air.
The chimney is too big was created by manufacters to make contractors look bad and then really pushed by liner companys.
Blast gate, barometric combined can do the trick.
And bring the firing rate back up some

It's a rare customer who wants a cast radiator or a good sales person who can sell one. If someone is looking to head with water they are more likely to go with radiant or panel radiators. In some cases I've been able to sell a cast radiator for an entry way, you know to warm your mittens on. It's a small market.

Why does the coil require cleaning is the big question. That's not normal. That indicates poor air filtration, dirty ductwork, possibly high static pressure. Why has so many parts been replaced on this system? It sounds like the parts cannot has been fired at it but it still doesn't work.
In order to effectively help you we need static pressure measurements, saturation temperature measurements, indoor wet bulb, outdoor dry bulb temperature measurements. You know, the information a professional relies upon to diagnose a system properly. There's no reason so many parts should have been replaced and you still have a problem.
