Wiggle or unplug & plug back together all the connections & try it again.
If that doesn't fix it, check for 24 VAC from "MV/PV" to "PV" when it's sparking. If there's power there, the controls are operating and it's either a bad valve or possibly a clogged pilot orifice. Do you smell gas when it's trying to light? If there's no power to the valve, make the same checks on the terminals of the ignition board, if there's no power there the board is bad.

Do you have an electrical meter? You need to see if there's 24 volts going into the ignition control module, then 24 volts out to PV and PV/MV at the gas valve. The spark will attempt whether there's gas there or not. You should be able to hear or feel the gas valve energizing.
I am going to roll the dice and say the burner circuit is open on the pressure switch due to a squirrel in the flue.

I think you will still be ok. I always question why the pick up needs to be so much. 33% is a lot. I can see needing more PU in the spring and fall when the boiler cycles a lot and sits off for a long time.
When its really cold the boiler sits idle for a shorter time and the piping stays warmer and would need less PU in my opinion.
The difference between 1.33 and 1.25 isn't much.
Rather than taking the suppliers word for it it might be worth a call to Carlin to see if they can scare up a 201. Sometimes the distributors don't try hard enough

I'm kind of lost as how they fight each other ? The thermostatic mixing valve just automatically limits the water temperature into the underfloor loops, if needed. If due to the Outdoor Reset the water temperature happens to be lower than the thermostatic mixing valve setting it simply does nothing. Where is the fighting ?
One is local water temperature limiting (thermostatic mixing valve) and one is more global water temperature limiting (Outdoor Reset). The global obviously has priority. Where is the fighting ?
The local (thermostatic mixing valve) limits the water temperature for that emitter type. If the Outdoor Reset limits the water temperature (when it does) below the thermostatic mixing valve's setting the thermostatic mixing valve simply does no water temperature limiting. Where is the fighting ?
@EdTheHeaterMan version 'C' provides the best control so probably the best comfort.

7 section is good for 758 sq feet rads are 772. Your within 3280 over on btus. It will be fine.
I wouldn't give it a second thought.
