You need to start by measuring the output of the thermopile. You may have a bad replacement or there might be a problem with the pilot burner or where it is located in the pilot burner.
You will need a good gas tech if you replace the valve to set it up properly.

there are some treatments for copper boilers that you inject and leave in. It cleans and keeps particles in suspension. Silver King was one brand. They have a nice hand pump also.
I prefer to run a cleaner, flush, refill and add a conditioner. I like to see the crud flush out.
If air is purged out, and pressure is adequate, based on age, dirty heat exchanger tubes are common in that type of boiler.

Why don’t you have the house winterized?
Pipes drained and blown out with air, then filled with antifreeze. Make sure you get someone who’s competent and thorough.
There’s no cheap work around if you need a new boiler. Maybe look into financing options.

in new jersey a backflow is required on steam boilers feed line . To not have your backflow drip after manually feeding is to not remove pressure from the backflow so the real deal is to have a shut off before and after the backflow and use the out let valve for feeding this is nothing new and most who are not are being penny wise dollar foolish install this way and the customer ends up paying either way just less issues . It may seem uncommon but i have been doing it this way for many years yeah costs me 2 brass nipples and a ips ball valve big deal . this also holds true for house prv they should have a shut off before and after and unless you want o replace leave the pressure on to the valve and just use the outlet valve to shut the water off it will save you replacing the domestic prv being most prv fail after the pressure has been removed especially if a older valve .

Re: Insulating steam pipes in the basement
Insulating the pipes may help it fill the mains with steam more quickly during times of year when the off time between cycles is relatively short which will put less heat up the flue. Because there tend to be a lot of bypasses from the basement to the attic and leaks out around the sill, the heat that is lost to the basement doesn't do a great job of making it in to the living spaces.

I think this is a copper water tube boiler? …and it sounds like it is kettling from lack of water flow thru the Copper HX. Probably want to get a pro in there to determine if the circulator is not operating or if the system is just air bound or is there a blockage keeping the water from moving freely thru the system.

I am getting a sneaking suspicion that you may been knuckleheaded at some point back it the past. If you have two pipe convectors, the question becomes whether thay have traps on the outlets — or vents. If they have traps on the outlets, then they are expecting those returns to be dry - and at atmospheric pressure… and those odd U bends may very well have been much deeper water seals which someone decided they didn't need.
And your system will work a LOT better if they are restored!
