About all you can do is a visual inspection. No leaks you run it until it does, or you can't get parts.
Lack of qualified technicians is an issue.
If they can't fix the old boiler or don't want to just because its old what do, they do when they install a new boiler, they know nothing about? Cross their fingers and hope it starts and have tech support on speed dial.
That's not a real technician.

10.7% O2 on that combustion test seems ridiculously high. I normally find a true zero smoke at around 4-6% O2.

The wires may go to something that looks like this.
You need a high limit to measure the boiler temperature and shut off the burner if the boiler water temperature gets too high.

Has the presents of line voltage at the thermostat been verified or did someone just use a line voltage type thermostat on a 24 VAC system ?

The system is likely ok but everything about how that boiler is installed is wrong.

I don't recommend a boiler cleaner. Usually all they manage is to make the boiler surge, which will only add to your woes.
More to the point, unless there is something really and truly strange in the local water, the smell isn't coming from the steam or the water. There are many possible sources for a smell, but the bottom line is that it is likely to be something which is getting warmed up by the radiators or the piping. And the "something" is often mold in the walls or floors…

if the numbers Ed posted are reasonable, you need more pump, the 0015 isn’t going to get what you want
The 0026 not a cheap date or equivalent.
Maybe find an older style non electronic pump
a 26-99 Grundfos would cover that load

It wouldn't be allowed with line voltage wiring (except with service cable and dryer and range ckts in certain cases), but as long as the signal on the bare wire or casing is grounded or can be grounded there aren't really rules prohibiting it in low energy wiring.

Closing their doors may stop some of the hemorrhaging, but it won’t relieve them of the liability for what’s already out there in the field.
We had over 25 hours trying to correct one that we installed at the end of last season before they announced the recall. Everyday, tech support kept telling us to do something different when they knew there was a design flaw in the boiler. We finally demanded and got a new boiler. Then, a couple of weeks later they announced the recall. They knew all along that there were issues.
It’s a shame since they were the ones that introduced the fire tube HX in the US and the original boilers were very reliable.
