Thia is the way it works for me. Bring a spare glass and you won't need it the first cut will be good. Don' t bring a spare and the first one will shatter.

As Bob has said that silver automatic air vent MUST BE removed. I am sorry I missed that at first.
The water cushion in the steel compression tank is gone and the excess water in the steel compression tank must be drained out of it to allow it to work properly and create the point of no pressure change.
It's better to drain the boiler and then crack the drain o tank valve in the steel compression tank to allow it to be filled with water to the right level. When there is nothing but water coming out of the drain-o-tank valve you need to shut it off and shut the water fill valve off.
Afte that you can restart the boiler.

So, water is only half way up the gauge glass, but the system was heating?
I'd think it's pretty clear it's not a hot water system.

viega and Uponor have a thin over the top board, it uses 5/16” tube you would need to fasten them to the concrete somehow and floor over it.
35 btu/ sq ft is kinda high for radiant floors, you will need to run a high surface temperature
Radiant walls and ceilings are sometimes easier to retro fit
Panel radiators are another option

Thats not a condensate pump. Can't tell if that pump is hooked up or not.
Steam for sure maybe with a HW zone off it.

That pump and those air vents make it a hot water system. Reinstate 15psi pressure.

I'm not at all convinced that that is a steam system. Modified gravity hot water, maybe? Which would explain the air vents on the radiators — and the 15 psig.
