your indirect tank is too small for your dhw load. you could get somewhat more capacity buy keeping the tank at a higher temp and using a thermostatic mixing valve but to make for example 2.5 gpm of hot water with a 65 f rise you need 81,000 btu/hr. (i used about 35 f incoming water temp and 100 f final water temp). once you have mixed enough cold water in that indirect tank to male the water noticeably colder, you aren't replacing as fast as you are using it. your boiler is 80,000 btu/hr in and around 70,000 btu/hr out. there uis also some lag between when you start using water and the aquastat in the tank sees the tank is cooling, then some more lag for the boiler to pre-purge, light, and get hotter than the tank and start adding heat to the tank.
the tables in the manual for the indirect are for conditions of incoming cold water that is much warmer and a boiler that is much bigger than in typical northern climate installations.

It makes you wonder how #1 even stays in business if he has a business. Sounds like #2 would be the better choice.
I would expect #2 would have a complete and detailed quote although it may not be the lowest price.

just drain it out the boiler drain until the level is right in the sight glass. fill it until you feel the riser get cold just above the boiler

All research indicates once it is mixed it cannot be separates, with the possible exception of freezing the solution.

That oiler have a draught hood on it? Atmospheric — it should. If so, you really have two separate issues: draught through the boiler, which should be controlled by the boiler's dampers, and draught up the chimney
It's the draught up the chimney which needs to be controlled. The stack damper is really the simplest (and cheapest) way to do that, but as you have found it isn't set and forget — or, actually, it is: you set it for adequate draught on warmer days, and on nice cold days off it goes. Bad news: any fixed restriction on the chimney will do exactly the same thing — stack damper, reduced size liner, you name it. That's the way chimneys behave…

The 8-way only works in the boiler. The steam that makes its way to your vents is distilled when it condenses. If rusty water is getting to your radiators and/or vents you have other problems.
I use 8-way and I find 1oz per gallon is the max and 0.5-0.75oz/gallon is ideal. My boiler has a 10 gallon water capacity and I add an 8oz cup worth. Keeps the pH around 10-ish.
When I first started using 8-way it was doing some cleaning and making the boiler water dirty. For the first time ever I got water hammer when the boiler shot a bunch of water up the mains. Now my boiler water is crystal clean.
Whether I put too much or too little in, my water line doesn't bounce any different.
**EDIT and I have a 42 year old Peerless G-461, which got renamed as the 61-04 and eventually the Series 64. Very similar to yours except another section in the boiler.

What happens if you cautiously remove the vents on the misbehaving radiators? With someone to turn off the boiler if steam starts coming out?
If there is no change, and steam still stops before it gets to the radiators, check the radiator inlet valves… they may look open, but may not be.
