Anything with electronics inside is going to run on DC, why would it care about frequency or anything else?
That said I'm still waiting to hear where they are, maybe a swamp cooler will work.

I have seen the tile go in both ways usually after and always after when remodeling and keeping the cabinets.
One thing to watch out for is an existing dishwasher. If you add tile you may not get the DW out.

To dehumidify with DX cooling, you need the air moving across a surface (the coil) that's below the dew point. To increase the moisture removal, you need to slow down the air, lower the coil temp, or both. What is the water entering & leaving temps now? What was it when you had the entering water cranked down to 32°?
With 32° entering water that unit should've been p!ssing like a racehorse, but if there's not enough water flow to keep the whole coil cold, it ain't gonna work so well. Similarly, if the air flow is too high, it's not going to remove very much moisture either.
You're going to have to take some measurements to find out what's going on.

If you do this, your fuel consumption will probably increase by 30-50% since the boiler will have to remain hot constantly (even in the summer) to heat the domestic coil.
Replace the indirect is the best option.

This install is only 1 and a half years old?
I've found with concentric vent terminations that they tend to have a better chance at recirculating flue gas (when the exhaust gets sucked back into the intake) Even if a manufacturer approves the vent termination it can still happen

I have been installing Bradford White water heaters for years. Very reliable, installed with confidence.
If the plumbers in your area do not install them/recommend them, BW might not be readily available in your area. Check to see if they are offered at plumbing supply houses near you.

Is that a flap check valve on the return line?? WHY???
It would be worthwhile to reroute a new single oil line and place it in the ceiling of the basement routing it to the boiler and then have the plumber install a tiger loop air purger in your delivery line near the burner.
I would seriously consider replacing the 2 pipe system with a one pipe system using a tiger loop ultra air purger and a new oil burner.

If I added it right you have roughly 60' of pipe. With 140000 btuu you should have 1" all the way, thats the way it would be if piped properly.
you have 6.0"wc now at the meter and the boiler needs 5.0". I don't know if increasing the last 6' of pipe will help but it should.
You should also be combustion testing the boiler if you playing with the gas pressure.
Why are you increasing the firing rate ? Does the boiler heat the house now?
