FWIW, I have a 4" thick 3 ring binder that was the book for the 1998 Service School for Service technicians.
It was a 4 day school at the factory in Kewanee. This was passed to me by a relative.
Glad to move it along, don't know if it has what you are looking for.
There are I & S pamphlets that are dated from pre zip code and much more.

NO ONE makes a system that matches your Heat load / loss under all conditions. This is where the installing contractor is the most important.

Typically modulating heat pumps can go down to about 25% of capacity. So a 12K minimum output from a 3.5 ton unit sounds about right.
You're absolutely right that if you have a 9K head in this system, and it is the only head calling, something has to give. Different manufacturers have slightly different approaches, but that head is going to be full on, regardless of the actual load, and the extra capacity is somehow going to be shared among the other heads that aren't calling.
The practical limit to how many heads you can have on one compressor is when this behavior starts creating unacceptable comfort.

My educated guess is this went to an air line that led to an ejector which pulled air from the system, similar to the Paul system. Or, it might have led to the chimney and used the draft to pull the air out, as in the Broomell and other systems.
Obviously, and regrettably, whatever was connected to this is long gone.

You need to look at the other end of the B tstat cable at the air handler.
If that blue is connected to the common, it could be a problem.
