Air elimination demo
I built this demo, 1" copper tube running 8.8 gpm, room temperature.
30- 35% glycol.
I pump 1/2 tube of air from the hand air pump. Run until the fluid turns clear.
The Discal cleared the fluid 100% within 20 minutes.
I switched to the ramp purger, wit 18" upstream piping for best performance. I ran it for an hour and 15 minutes and the fluid is still cloudy, foam.
Switched back to the Discal and same 20 minute result to clear the air microbubbles out.
I'd guess maybe 20% of ramp purgers are properly installed with 18" straight piping upstream, making performance even worse.
I'll try the demo tomorrow with plain tap water for comparison.

After reading @jesmed1 's summary
I have a pretty clear idea of what you are looking for. The only thing that you added in the messages you sent me is that you have a defective L8148J control now. How did you determine that the control is bad?
The next question I have is: What is the white control in this picture and where is it connected to on your boiler's wiring
Finally, this started out 3 years ago, as a question about selecting a Weil McLain AquaBalance and turned into some unusual theoretical discussion about selecting an oversized ModCon boiler on purpose, which by the way, is not a real good idea.
Now you have everything in @jesmed1 comment with the addition that a new boiler is out of the question and you need a replacement for your L8148J
Does that just about sum it up?

@jesmed1 You are absolutely right. @EdtheHeaterMan is unbelievably helpful, patient, and knowledgeable. He make a recommendation that I never thought of — put a time delay on the B3 wire from the Aquastat to the Sparker. it does the same thing as a lower temp adjustment

I believe that is a rebadged Dunkirk model. The factory skimming instructions are incorrect unless they have changed the casting design recently. The side tapping in the boiler is lower than the intermediate tappings, so if you skim directly from the 2 1/2 inch tee on the side of the boiler, only the end section gets skimmed. The water in the other sections is too low to make it over to the side tapping. A 2 1/2 x 1 1/2 inch bushing in the side of the tee should bring the water level high enough in the boiler to properly skim the intermediate sections.

Oh I quite agree, @hot_rod . We have a 10 KW system (ground mounted) for Cedric's home — a farm — and expect the total bill from the power company for the year to be right around break even. Even with the apartment's heat pump. I'm all for it.
But…
As @ethicalpaul noted, also accurately, you still have to be connected to the grid, and that is something which I mention from time to time — not that most of us could be misled, but there are those out there who don't recognize that…

Actually it could be a good option for a small district system to supply their additional buildings. Or with a large buffer tank.
Personally I'd design a large drainback solar thermal with wood back up. They are in a good location for ST, lots of clear sunny days.
With enough storage 100% ST is possible.
This building in Switzerland had enough surplus to pipe some "free" heat to the neighbors. About 54,000 gallons to carry the building heat and DHW year around. The locals raised and lowered that tank into the ground by hand!
I suppose their budget will determine how creative they will get.
