Eh? What is the problem you are trying to solve? Your gas connection to the main and the associated meter — neither of which are yours to play with (you have to get the gas company involved) control the number of therms you can have.

A typical oxy actylene cutting torch will not work well on high carbon content iron. It will blow blobs of red hot iron. Plasma cutters work better.
Diamond wheel in a saw works.
All are messy.
Sledge hammers can send pieces of iron flying, approach with care.
I vote for subbing it out :)

It's always risky.
If you put a wrench on the nipple and the nipple snaps in half, what do you do then?
Since the return valve mostly holds why not put a new valve on the other side of the old valve and leave the old valve in place until next summer when it can be done right. You could connect it with prepress or maybe compression. You new baseboard may need to be a foot or so shorter.
Other than that, I wouldn't do it without a shutdown.

The stem appears damaged, and it's missing its handle. Replace it with one of these quarter-turn boiler drains. Doing so will eliminate any questions and future headaches.

That sounds very much like a problem with the wire between the boiler and the thermostat.

Some clarity would help. Is the water heater also heating your domestic water?
If so, is there a heat exchanger between the water heater and radiant floor or is domestic water going straight to the floor from the tank?

You could close that damper in the ash pit door.
Where are you taking the reading? You have the probe before the draft hood, right? It is unusual for a conversion to use a draft hood instead of a barometric(or even fixed) damper.

You are saying you open a bleeder on a radiator on the second or third floor and no water comes out? The pressure gauge may be lying to you. Get a gauge from the big box which you can fit on a drain connection in the basement and try that.
