That's the inspection door. There's no insulation there so it feels the heat. Its fine. Just make sure the door is tight.

I don't believe it will work with your drawing. The pump discharge is coming back to the common port on the three-way valve.
The water is trying to get back to the pump
When the valve is open to the boiler return the water goes through the boiler to the pump. When the valve is open to the boiler supply the water will go backwards through the three-way valve with no flow through the boiler.
Leave the three-way valve where it is and pipe the branch of the valve to a tee in the pump discharge pipe.

The only way to permanently remove water trapped in a supply or return is to repitch the pipe so the water can drain, either back to the main or onwards towards the return.

The circulator should be between the tees on the boiler side…

Open the flow check valve set the indirect to call for hot water and leave the boiler off. Let the pump run a while as long as it is pumping. That should move any air back to the boiler. You should have an air vent or air eliminator on the boiler.

It would behoove you to reach out to the great, Dan Foley of Foley Mechanical. Hopefully, he can consult with you on it, give you a drawing and a plan of action that a good, local licensed plumber or heating guy can follow. How would circulation be induced in the bypass loop with the circulator outside of it?
Look closely at the factory diagram and you’ll see the difference.

I think there is a contributor in your area that goes by @STEVEusaPA . I don't know for sure if he is even still working but he knows his stuff.
In Schuylkill County Pa I can’t believe that Electric Heat is less expensive that oil heat. And if the boiler can hold water to make hot water, you can certainly heat your home with it after the bad radiator is removed, repaired, or replaced.
