Just to add I have had excellent luck with Badger heat exchangers as well, I pretty much replaced all the name brand sales we used to make with ones from Badger. The price is right and they last as long.

An what if it does not start the burner ? Jumping the R and W, is a divide and conquer point providing troubleshooting direction.
24 VAC across R and W = No call for heat
Near 0 (zero) across R and W = Normal call for heat OR possibly no or low power to the thermostat circuit.

There is a subtle point here: the article refers to Department of Environmental Protection inspections for compliance with air pollution regulations. It points out that regular safety inspections by the Department of Buildings generally were being carried out, and had been done at Mitchell Houses four months before the explosion.
Environmental inspections would not generally cover safety issues unless there was an obvious problem with combustion.

A flow check is used if you have multiple zones, and each zone has a circulator. Or if you get domestic hot water with a tankless heater off the boiler.
If you have a zone valve system it is not required..
The screw on top should be turned clockwise in normal operation and turned counter clockwise for the open position
It is basically a weighted check valve. With no flow the weight closes the valve. When the pump starts the circulator opens the valve and moves water through the zone.
With multiple zones each zone has a flow check. The flow checks do not allow gravity flow when the circ is off (which is good).
And they allow flow only in the zone where the circ is running.

You can look at other units. Not sure if still being sold, but the 5ton version does close to 4tons of heat at 0F.
Most units can also be had with a built in resistance element which can get you a decent boost for those polar vortex days.
I'm with @DCContrarian get an air to water to handle floor heat in the areas you care about and have a separate ducted cold climate air to air heat pump for the rest of the heat load. This gives you cooling, fresh air distribuion (tie an ERV into it) and redundancy. Minisplits are best left for retrofit.
