The Hartford Steam Boiler Inspection and Insurance Company (HSB) is a global specialty insurer and reinsurer headquartered in Hartford, Connecticut. Back in 1919 they invented the Hartford loop. By 1919 HSB got tired of paying for all those steam boiler failure claims and mandated all boilers that were insured by HSB to have the piping design they invented or they would not cover the boiler. HSB was founded in 1866 by members of a group known as the Polytechnic Club.

Sounds simple enough, and if air or some other non-condensable, near ideal gas was what was involved I'm not all that surprised at your results.
Saturated steam is, unhappily, condensable and nowhere near an ideal gas. Even such apparently simple relationships for gasses, such as Bernoulli's principle, simply don't apply.
Look up enthalpy… among other things.

I believe BW used to have their plant in rural michigan somewhat near me, I know others are in the south somewhere. There are a couple manufacturers but nowhere near as many manufacturers as brands.
I would go with the powered anode and change the crappy factory drain out for a good full port ball valve with hose thread and a cap so you can do a good job of flushing it.

It's your puppy on the fuel. Where I am, some 100 miles or so east of you, propane is two or three times as expensive as fuel oil, per BTU. Your mileage may vary, but do your math.
Your Burnham V8 needs service if it's only putting out 75% by the instruments, by the way. It should be around 85%.
The small shops can be very good. As always, the quality of the workmanship and stability of the shop for follow up service is what you are looking for.

Thats a very big & heavy undertaking. Get a shop vac & clean out as much dust bunnies as possible, clean, prime & paint in place with a high heat Rustoleum. Let us know how they turn out. Mad Dog
