Changing the pipe to a smaller size may upset the existing balancing. I am not saying you shouldn't go to a smaller pipe just be ready for it. I would not use Pex above 3/4" you will find Pex in the larger sizes difficult. I would use copper.
You need to look at the radiation size to determine which size pipe to use.
As far as the problem radiator goes put a 0-5 or 0-10 psi gauge on the radiator vent location and fill the system until that gauge reads 4-5 psi.

Service weight cast lasts at least a century based on what I've replaced.
XH? Who knows. Note the fittings for XH are limited and it's hard to get a good pour going from XH to Service Weight if you need something like a starter or harp which AFAIK is only available in SW.
PVC isn't the best, just the easiest and cheapest to install.

Check and see if the burner motor has a little red reset button on the motor. Some motors do and some do not. It could have tripped on overload protection.
Probably time to call for service.

Exhaust fan or intake fan? Is the boiler power vented, not using a typical chimney?
If power vent, and the power vent is working, it's possibly a bad end switch in the power vent controls, or the pressure control is doing it's job and preventing the end switch from closing. If it's a combustion air fan, same principle.
Any obstruction outside?

pvc drainage fittings were not available in some western states for whatever reason. Lately I see both Pvc and Abs fittings at suppliers.
One step glue is nice for ABS, but the pipe really warps in the sun, on the truck in a sub-rough outside.
Both cellular core PVC and Abs are more fragile. I always buy solid core pvc pipe

I also a have a tiger loop that will sometimes have a faint smell when it vents. Look at the fuel level in the unit when it running. If you see bubbles in the fuel, then the unit should vent. The unit I believe only vents when burner is on as the fuel circulates through the pump.

that is leaking because the steel pipe rotted out. you could probably just replace the steel to the cast iron with pvc or copper.
the steel pipe gets rough on the inside as it rusts and clogs easily. i rarely see clogs in the trap, it is usually further in the laterals from the wall/floor to the stack or under the floor or in popup or tub drain assemblies.
