Electric heat should be fine if sized and installed properly. I am talking baseboard not space heaters. If you need AC then go minisplit.

If I designed this bathroom, I don't think we would ever have installed the Jacuzzi tub simply because we'd probably never use it, but yeah this is just what I have now.
I will look into the tankless water option. I don't know how long the water heater and bath tub have been up there but I think it's got to be at least 26+ years, and I feel like if the weight caused issues, it would have already caused it?

If you're prepared to replace it, go for it. Just be ready for a possible small leak to catastrophic blowout of the bottom. Being on the 3rd floor, I highly suggest the new one sits in an overflow pan with automatic cold water shutoff valve. Mad Dog

Save yourself and the customer some $$. The old system was probably oversized. Have (or do) a heat loss calculation room x room.
Once you know the heat loss x room
- Pick the radiation that will heat the house at 180 deg water (you can go to a lower water temp with more radiation and save some fuel)
- determine the water flow in each zone (1 gpm will deliver 10,000 btu)
- Size the pipe by gpm 3/4=4gpm, 1" 8 gpm, 1 1/4 12gpm etc
- make piping layout and select circulators.
These are the basics. You can get in the weeds and design all kinds of systems.

You need to do the necessary research to determine that the problem is an inherent problem in the unit and identify the problem, and not the result of any of a host of other causes. It's called proof — and they aren't going to do it for you.

Aw c'mn guys. Sewage treatment plants aren't bad. I've worked several in my day, and first place you get used to the smell. Second place, personal hygiene is number one. Never washed my hands as often again. Third place, if the operator is any good at all, the place is really pretty clean… and we were really big on confined space protocols.
Oh just one more thing. Don't go for a swim…

Scrap the system and run new panel radiators . I would run a home run system (3/8" works here).
