You probably need someone with a combustion analyzer. Those Greenstars need to be dialed in on low and high fire. It's semi odd it fired all that time with that super bugged out Ignitor and ionization rod, and a fresh one isn't lighting things up. You're 100% sure you fuel is good? Nat or LP?
Eliminate the question on the drain, divert to a bucket if you have to. A blocked drain is a no go. Blow on the tube to make sure is open if you have to.
IF the concentric is recircing its own gas, that isn't normal for that type of concentric. Need to figure that one out.

I assume liability, slip and fall, is a concern so you want an ice free bay. Why else spend this kind of installation and operation $$?
My suggestion is to design for 125 BTU/ sq ft. You can always run the system at a lower delivery rate. But if you under design or install inadequate btu delivery, not much can fix that
So agree on a potential load 237,000 btu/ hr.?
A modulating condensing boiler will adjust based on the changing load. On milder days it will ramp back its output. It will run mid to high 90% at these operating conditions
Now that 237k load needs to be divided by the loops and the btu they can carry
12- 1/2” loops need 1.6 gpm per loop to move 237K. Agsin using the PPI calculator
With 40% glycol at 60f, in a 200’ loops that will take an expensive high head circ. This is one reason that SIM generally uses larger tube, minimize the pressure drop that the cold glycol penalizes the flow.
The pump cost difference alone will offset the tube cost difference.
The longer loops help with coverage also as you burn up loop length traveling from manifold to bay. A 200’ 1/2” loops will not get you as much coverage you end up with 24 runs clustered at the manifold. The loopCAD will show this congestion

As mentioned, its not the tank sensor. The boiler has inlet an outlet temperature sensors.

Well… if the Province is really phasing out oil, either directly or covertly by messing with prices and taxes, your best bet is going to be a gas fired conventional boiler ties into your existing hot water heating system. You can use that for your baseline heat — or all of it — regardless of how cold it is outside.
Yo can also install minisplits for specific rooms for when it is slightly warmer out and their efficiency make it reasonable. They also will supply air conditioning.
At some point you could consider an air to water heat pump, but the current state of the art will not produce anything like warm enough water to heat your house with the existing radiation. You could consider installing a lot more radiation — probably about double what you have now — but that is not going to be cost-effective.

Another thought;
I saw a stray or spare relay on top of the Taco SR504's cabinet. If the relay that provides the " X-X Isolated End Switch " functionality is defective or the Taco SR504 is defective not providing the " X-X Isolated End Switch " functionality, connecting the L8184A thermostat terminals (T-T) wires together inside the SR504 may have been a quick and dirty fix.
IIRC the relays are not all the same (however that may be a different model). Maybe the replacement relay was wrong and did not function correctly.
It may have been done in the hopes that no one would notice. But you did notice.
