It sounds like the choice of a mod/con boiler with baseboard heating is a questionable choice for your location and building type. The "lowest hanging fruit" for you to "grab for" at this point is building envelope improvement i.e. air sealing first, then improve insulation. Then, you can focus on improving the operation of your boiler by 1. reading the manual 2. having a combustion analysis done, 3.installing the outdoor sensor and dialing the boiler in to all of the appropriate settings. This is the best you can do right now with what you have. You could install some more baseboard in the future. In the end, your fuel bill will inform you HOW WELL you did!

Hi, Gotta comment on the brass cartridge. Moen had a problem with crossover with that cartridge, They advised me to go with the plastic one instead. I've never had a problem with the (polysulfone) plastic ones. 🤔

Time was when the Moen rep would give you a handful of cartridges. Since they were sold as lifetime warranty.
I actually like the plastic cartridges better. They seem slippery and less prone to scaling up.

Moen 1225 cartridge replacement. It comes with a plastic tool to put over the old cartridge to spin it so it comes out easily.Make sure the water pressure is off it.

I'll add my experience is that mixing valve doesn't do well in hard water. You can check its function by quickly touching the three pipes going to it to see if too much cold is being mixed in.

the Burnham Independence line seems to not be lasting as long as it once did decades ago and lots of people around here including me would be hesitant to install or recommend one today. I haven't seen a conclusive reason but my favorite theory is that they have changed the boiler castings perhaps to make them better at transferring heat in the name of increased efficiency, and their lifetime has been greatly shortened.
They also make what I think is called a "three-pass" design called the MegaSteam that is highly regarded (but is sold only as an oil-burning boiler). I have no direct experience with either product.
