The same Test I took for Gasfitter Class A and B in Canada. I had to make a account to post my input on your comment of others.
I also agree with other, that manufactures has their own procedures on de-rating an appliance or caloric value of a gas for high altitude, but on my provincial and my Red seal test, direland answer is the correct one.

Yes it was! When I first looked at it, I started to say the same things that were said by others. Then I decided this had to be a trick question, of some kind so I decided to wait and see what others had to say. LOL Just goes to show there's more than one way to do things, conventional or not, if they work properly, that's the goal state.You mean like, how bullhead tees in a main work properly 99% of the time?

@Steamhead while that is a great boiler with the current rebates it would not be cost competitive. I will be recommending a fire tube style stainless steel boiler with 10:1 turn down. Most likely, I have to see the job first.

There is no need for a transition pipe with this boiler. We did have one issue with this boiler during freezing rain. As it is a 10 to 1, there is insufficient combustion gas velocity to melt the ice on the supplied grill when operating on low fire. We had to cut some of the grill.

It doesn't sound like someone else is going to solve this for you (or they would have already). This is a very obvious water side issue.
I would either find a new contractor to test the water or have it tested yourself.
