though they could also have expansion tank problems, that wouldn't cause the pressure to be too low to get p to the 3rd floor. it has to be a prv issue or gauge issue if they're filling it manually. bourdon tube gages are really easily physically damaged and made to be very inaccurate

Agree, need pics. You said only 2 zones being used for the second floor. The first floor and basement have mini splits, no radiators or baseboard. So how do 4 thermostats go back to the boiler? There must be at least 2 external circulators. One boiler circulator right on top of the boiler, and a system circulator for the second floor loop(s). Pics please.
In the diagram @109A_5 posted, there should be wires at terminals 1 and 2 on the P15 block. Check the wires and block are secure. Then work your way back with the thermostat wire and tighten any connection or splice all the way back to the thermostat.
If I were to guess, because we've got nothing to work with, I'd say there's 2 zones for the second floor with a zone control panel. The relay that closes XX to signal a demand to the boiler hangs up, so the boiler remains in Standby. Turning the power off and on is like a defibrillator.

@Multiman that's why a real tech would use a meter and test things. Shooting the parts cannon seldom works and gets expensive.
It would be unlikely to get multiple bad thermostats.
But, hopefully the problem is fixed

An inexpensive Delay on Break timer can be added to minimize the cycling nonsense after the first trip on pressure. There are other ways to minimize the cycling, the Delay on Break timer is probably the least expensive and easiest to install.

Eh? What is the problem you are trying to solve? Your gas connection to the main and the associated meter — neither of which are yours to play with (you have to get the gas company involved) control the number of therms you can have.

A typical oxy actylene cutting torch will not work well on high carbon content iron. It will blow blobs of red hot iron. Plasma cutters work better.
Diamond wheel in a saw works.
All are messy.
Sledge hammers can send pieces of iron flying, approach with care.

It's always risky.
If you put a wrench on the nipple and the nipple snaps in half, what do you do then?
Since the return valve mostly holds why not put a new valve on the other side of the old valve and leave the old valve in place until next summer when it can be done right. You could connect it with prepress or maybe compression. You new baseboard may need to be a foot or so shorter.
Other than that, I wouldn't do it without a shutdown.
