The actual water looks clean to me, the bottom 1/3 of the sight glass. The other junk upper 2/3 (probably rust) may have been there for a long time and accumulated over time. So when the boiler is boiling the water in the sight glass only deviates about 5mm or 0.2 inch and no other violent level changes.
The pigtail should be verified that it is not blocked.

Skim port if you choose to do a bit of skimming to see if there is any residual oil is still in the system.
Looks like a Hartford loop to me.

sediment would sink, i'm pretty sure that is oil in the sight glass which will cause surging which will throw liquid water in to the system which can get pushed out the vents. if the water bounces around while it is steaming we can tell you how to skim it to get rid of what i really think is oil.
the hissing may be bad or missing or severely undersized main vents
since it is cycling when you play with the pressuretrol settings I don't think the pigtail is clogged.

And in the situation here, you can see that the Megasteam MS288 has more than enough capacity (288 square feet vs. your 250) without doing any math at all — just reading the label…

It's a lot easier and less trouble to compare your EDR (which should be in square feet rather than BTUh) to the boiler square foot rating for steam than to start converting stuff to BTUh…

It just needs to be drained and recharged. Your relief valve release is most likely from a waterlogged expansion tank.
Get a competent hydronics pro in there to do that, and check your relief valve, boiler feed and the boiler itself to make sure everything is operating properly and safely.
Have them show you how to properly drain/recharge the tank.

I would get a properly plumbed and working boiler in there rather early on, that way you can see if there are system problems you need to fix before you start fixing the plaster so you won't have to fix it twice if you need to get to something. You will also need heat to keep the new finish materials stable once you repair things.
