That radiator is tall enough to BE the towel warmer. I use mine that way.

I usually put a strap-on aquastat on the outdoor boiler supply line and use it to interrupt the call to the gas boiler. As long as it senses that the outdoor boiler is hot, the gas won't fire. You may need a switching relay as well if you don't already have one- the gas boiler would not run the pump(s) without a thermostat call.

This looks like the installer of that boiler just copied the piping arrangement of the old coal boiler that was removed. Left riser to one main and the Right riser to the other main. And that may actually work for many years. I guessing without the equalizer, there is a check valve on the wet return somewhere.
But since you posted this in Chimneys and Flues, the first thing I looked at was the water heater and the gas boiler venting connection to the chimney. That looks fine too.
So they want a price for an replacement boiler without allowing you to calculate the radiation EDR? I would answer that TEXT with " A lot " but that could change when I do some calculations after the onsite inspection. Then it could change to "Reasonable". Let me know how you want me to proceed.

Every compressor has a safe playing field. Installing guardrails (pressure switches) is a good thing. They are relatively trouble free and frequently alert to an issue before equipment damage occurs. They also protect the consumer from knuckleheads who fix every problem with a Freon jug.
That being said; I have no problem installing a straight AC without pressure switches on a tight budget.
I think the most insane thing a lot of manufacturers are doing, is using R454B when R32 is a readily availible option. The insanity blows my mind actually. 454B is a blend with a substantial glide. R32 is a straight blend and more efficient.

normally you'd pipe both boilers primary-secondary so the firing boiler would not heat the non-firing boiler.

This would work, but…
it strictly time. It doesn't know what the load is. It would be nice to work off temperature. Can you explain or show the wiring?

Used oil, but if it's fuel oil or used oil, it's the same Beckett controls and gun so it doesn't matter.
The used oil works a bit different, but it's not important to this discussion.

Don't know your location but in many areas "chimney sweeps" have to be licensed or certified or something.
I wouldn't get involved and it is good that you didn't recommend them.
It's the homeowner's issue and they should contact their building dept. I would go as far as sending the building dept the information, boiler size and input, chimney height etc and let them do their thing.
Maybe your state or location has a "consumer protection agency" that can help.
That chimney guy missed that day in school.
