This install is only 1 and a half years old?
I've found with concentric vent terminations that they tend to have a better chance at recirculating flue gas (when the exhaust gets sucked back into the intake) Even if a manufacturer approves the vent termination it can still happen

I have been installing Bradford White water heaters for years. Very reliable, installed with confidence.
If the plumbers in your area do not install them/recommend them, BW might not be readily available in your area. Check to see if they are offered at plumbing supply houses near you.

Is that a flap check valve on the return line?? WHY???
It would be worthwhile to reroute a new single oil line and place it in the ceiling of the basement routing it to the boiler and then have the plumber install a tiger loop air purger in your delivery line near the burner.
I would seriously consider replacing the 2 pipe system with a one pipe system using a tiger loop ultra air purger and a new oil burner.

If I added it right you have roughly 60' of pipe. With 140000 btuu you should have 1" all the way, thats the way it would be if piped properly.
you have 6.0"wc now at the meter and the boiler needs 5.0". I don't know if increasing the last 6' of pipe will help but it should.
You should also be combustion testing the boiler if you playing with the gas pressure.
Why are you increasing the firing rate ? Does the boiler heat the house now?

Fair price IMO. I was paying about $1800 for a 100W in 2019 when I stopped using them but as long as you don't have all low temp radiant or need any tech support, they're a pretty good boiler. As was mentioned above, I'd probably just install one with unions and keep the second for parts/spare rather than a cascaded system but you're welcome to do as you please.

A kickspace heater, or any heater with a fan may just spread the airborne lint further into the home.
