Is that 550 gross or net? If the space is 65 and the 550 is gross your net is 485 which isn't to bad. Other than that I would consider 550 a little high.
What fan speed are you running? 125-135 is a bit high on the discharge. Your temp rise is 65 maybe check the manual and speed up the fan.

As far as I know the radiators here (one pipe system) have not been drained in almost 100 years.
If you think there is excessive trapped water maybe the radiator valves are not opened all the way, broken or the pipe pitch is incorrect so water in the pipes near the radiators is trapped and puddling.
If you do drain the water from the radiators and don't repair the underlying cause it will simply return after a heating cycle or two.

You would like to pump after the bypass "recycle" joint because then the water you are pumping is cooler and less prone to flashing to steam due to the low pressure generated by the pump.
You would also like to run that outlet down to the floor where the pump should be sitting so it has a little more "head" (pressure) going into it I think. You are really close to the water level there.
I think you know this since you mentioned Dan's article which goes into all this, so all you have to do now is to move the stuff around to where it should be. Once begun, it's half-done.

Well, it's not correct piping if that is what you are asking. I'm not sure the effect of having both pumps on the mix valve like that. It probably depends on what position the valve cartridge happens to be in.
There is room to the right of the lower right pump to pop an ell in and pipe it correctly.

I think the CI sections are American made.
In the 80s , 90s and early 2000s. Burnham made a big push in the north east where they didn't have much market share. They must have had good prices because they were getting every job. A lot of new schools and commercial building had them installed both water and steam.
The results were awful. Every job with Burnhams had failing boilers both steam and hot water. 10-15 years was not too early for them to fail. Some say its chlorides in the water. Some people love them

You said it's not surging during operation and yet the level is dropping 3"? That is surging. Cue "Black Water" by the Doobie Brothers
The surging water might not be getting all the way up to the radiator, but the sound of it might be going there. It might only be surging up to the header (which it is a nice header, by the way)

299,000 input and 285,000, are effectively the same boiler. We're talking about an approximate difference of 12,000 BTU output difference between the two boilers. On a system that size, that is negligible and will never be noticed. If you are comfortable with the 299, then you should be equally comfortable with the 285. IMO

The drain valve should obviously be closed. The ball valve should be at least be half way open. It tempers the hot water entering the water heater.
