Go with Lochinvar not Navien. Find the best contractor you can and check references etc. pictures of jobs completed. Combustion test is always required.
The Munchkin's seem to hold up pretty well but as HR said parts are getting scarce.

That Leonard mixing valve. Inconsistent, fluctuating water temps are a sure sign of the internals gone bad.
I did a multi-building commercial project where we replaced many mixing valves like that with Symmons commercial-grade valves. They had the largest series mixing valve. I'm not sure, but I believe it was something like a 7400 series valve…?
The problems went away and stayed away. If ever there is a need to replace the internal thermostat, they are relatively simple to service with minimal downtime. And consider installing an inline round dial-type thermometer on the mix. It will give you an immediate and consistent read of the temperature going to the fixtures.

Just make sure the boiler is drafting or it will trip again and you don't want to have any carbon monoxide issues.

sounds like something is wired wrong so that power to the t-stat drops at some point in the cycle.

I've heard a lot of claims.
I think the main one is that POE oil "scrubs" the soot out of the system better and its more likely to cause problems.
Personally, I've seen what happens inside a pipe when you braze it without flowing nitrogen and I won't do it regardless of the refrigerant or oil being used. That said, I've got a feeling in reality it doesn't actually matter. I'm betting there's tons of R410A systems out there that were brazed without nitrogen running just fine. I saw a guy installing 2 new 410A systems without it years ago and I asked him why he wasn't using nitrogen and he said "nobody does that". As far as I know, those systems are still running fine and that was 13 years ago.
But I still insist on doing it and keeping things as clean as I can.

On second look one oil line is unprotected by the OSV and one is protected. I suspect the burner may be hooked up two pipe with the protected being the suction and the other line is the return

it is fairly common to have circulators on the return if packaged cast boilers
If the exp tank connects to the top of the boiler you should be pumping away and work fine
I assume it worked previously? What changed?
How is the fill pressure?
