The techs who "clean" a boiler without cleaning should be happy with low sulphur oil. My experience is that boilers have much less accumulation of dirt than they used to. I find most boilers with very little dirt after several years and some hardly need a vacuum after 8 yr. My own oil boiler I installed 7-8 yr ago and haven't opened it yet.

The nut is super tight because the screw holding the Z dimension plate snapped. Once the assembly comes out, the Z must be reset. And I'm assuming you don't have the tool to do that… and don't know what a Z dimension is.
Where are you located? Even with the limited frame of the picture, the oil and soot shows that the boiler needs a qualified oil tech.

what about using panel radiators and running one low temperature system. The lower the boiler operating temperature the better the efficiency. Even with cast or non condensing boilers
Do you have a heatloss number for all the rooms? That would help size and select heat emitters
In your drawing how would the radiators return to the “blue” return piping?

You have a point there, but do you want to have to access the room any time or should I say ALL the time. The point of the TRV is that it is automatic. So the labor to install a manual valve or a TRV is identical for you. the only cost difference is the price of the valve and actuator. I like the idea of the remote actuator with the 6 foot capillary tube where you have confined space for the valve to be installed.
