Again, forget about the equipment until you fix the thermal envelope of the structure. If you do, it will take far less boiler to do the job. If you just throw more equipment at the problem the utility will thank you for wasting so much energy and paying for it. You don't have to rebuild the house but close the barn doors then think about the boiler. BTW, the standard is to have a blower door test done with infrared thermography, which will generate numbers on just how leaky the house is as a baseline. Once you tighten it up, you can re-test, calculate the improvement, which can then be used to calculate the savings and if further improvement would pay for itself. You can install a TurboBlaster 2000 with the flux capacitor and inverter raterfrazzer but if the building is a sieve you're wasting money.

The circulator needs to be on the output of the mixing valve. Right now, when the hot water supply is above the setpoint of the mixing valve the valve will close and there will be no circulation.

Castrad brings new radiators in through Canada and NYC.
Not all radiators hold up to the 400 degree powder coat ovens.

If they used Teflon tape it might come out with a standard twelve point socket and a very large breaker bar. Pipe wrenches or fifteen inch adjustable wrenches work sometimes with cheater bars (pipe). Unfortunately, after twenty years the heads have a tendency to snap off when you try to remove them.
Like others suggested, plan on drilling and cutting the plug out.

maybe slightly more if it is a raised square plug but you are probably cutting it out. take most of the middle out with a hole saw then cut 2 slots almost to the threads and knock the wedge out with a cape chisel.
better installers will replace plugs with nipples and caps so they can be removed or are easier to cut out if needed.

Hi, I'm not thrilled to see the tank help up on one side with a small block of wood. Looks like something to go wrong in future. I'd rather see a much broader support that couldn't so easily fail and possibly damage the piping. 🤔
