First get a,good thermometer to accurately check it. If it is bad you'll need it to check the new one to.
I questioned it last night when outdoor temps were pretty consistent in the read out. Check a,weather station close to you on line it's colder than 30 out .0 -

Maybe. You need to put it in the same spot as a known good (or mostly good) thermometer, at two temps. Stick them both on the back porch for 10 minutes, then measure the resistance. When you change a bunch of things at the same time, your chances of figuring out what's going on go way down.
That 'sp high' number is probably a bit high.
The 'out air shut' definitely is
Some time tomorrow, you need to disconnect the outdoor air sensor, set the boiler to a fixed temp that you think might be about right, and run the tests I posted above. If the sensor tests out OK, the location is bad. Is there any chance the wall it's on has a hot pipe behind it?0 -

I just caulked the hole where the wire went thru, I did feel a tiny bit of cold, if cold is coming in, then hot is getting out

Mark.....You should have gotten a service manual with that boiler. It has a description of all the parameter settings and what they are.0

I changed everything back how kurt told me the 1st time but I did put the shift reset to -2
I also caulked the hole with the wire

Even if the sensor is NG, you can still gain valuable info from it. It thinks it's 30 out, and 117 was to high a target....that's useful info.0

what would think a good target number is for 30?
things like this, someone who has been around, might have an idea. but, since I know so little, and the manual at times is like reading Greek.
Now, if you ask me about finish carpentry, I would know
