we’re picking away at this, I only got 3 1/2 hours on the job today. One of my guys did some of this manifold work as well. We also ran some 1” PE pipe through the basement. Back Monday to fire this puppy up. Maybe both puppies

My LG television started taking longer and longer to turn on after about 6 years. Replaced the capacitors with better quality ones and it’s been running fine for 12 years.
Good components make a difference.

When I was between years in college I had a summer job in Stamford, CT wiring control panels in a factory. Todd CEA. I was wiring a panel for the Cost Guard Station in Cape May, NJ.
The boss of the panel shop came around with a handful of stickers and put them on the panels being wired. The stickers said, "UNION MADE". Needless to say, we were not union.
53 years ago, wonder if that panel is still in use? Doubtful

When someone is focused on solving a problem in the design or to make things right by the conventional means, and does not want to do what they can on their own because it doesn't look nice or is outside of what the trade might recommend as a "proper" fix, then you can not fault them in their efforts. I applaud @wisco 's efforts to understand how the building works. I believe his efforts will pay off for the landlord if @wisco can get the landlord's ear with the proper information and fruits of their research. One can only hope for a proper outcome.
If all else fails, I'm sure that the blanket idea will not be lost in spite of themself. I don't believe that @wisco is interested in hearing more antidotal opinions on stopping the flow of heat from the radiator to the room. They have made that clear. How would YOU as an expert in the business solve this? If anyone has actual mechanical, technical, or operational advice (like the Ghost Flow Idea that I can't believe I didn't think of) to assist in the efforts to make the system balanced as it should have been designed in the first place, then please let us know about your ideas.
I am not sorry that I did the blanket suggestion in the beginning, but now that I understand what @wisco is asking, and what they are trying to do, I want to help them understand the "boiler system workings" in whatever way I can.
Although with limited info, I can only make educated guesses. I hope that those guesses are correct and that @wisco becomes the boiler expert tenant that saved big bucks on the fuel and therefore the rent does not need to go up next year.

Refrigeration and AC you pick up little tricks. The second company I worked for I did the installs but they were mostly a service company, so I ended up doing a lot of service as well. That's where I really learned AC.
You would get called to a big store with 5 or 6 RTUs and they would say the AC is down but they couldn't tell you which unit. You would walk around the roof and if all the units were running you would look for the unit that wasn't dumping as much condensate as the others.
I am so old the first RTus I worked on with gas heat had standing pilots. When it got windy you would be out on call relighting pilots. Old Mueller Climatrol units.
@EdTheHeaterMan problem with the wet kits they were slow. By the time you adjusted the burner and combustion tested it you were always off on limit.

Those are H. B. Smith "X-Ray" plate warmers or pantry radiators. I have the same, but in a vertical arrangement like normal wall radiators.

the alcove is a high mass system with tube in the slab the kitchen is low mass with aluminum plates. So the kitchen will heat up quickly . The slab takes longer and if it is the end of the kitchen loop it will get a lower water temperature, so less output
A tubing layout with pictures of the installation would help. It could also show the insulation details below the slab
