I don't know, no expert on recirc loops, but wondering, assuming the tank would be the source, so as long as the loop was circulating and being used I'm not sure how much bacteria would grow in the recirc loop. When it returned to the tank anything that did start to grow would die.
However I think if a building or hotel, whatever was down for more than a few days then you'd have to assume you've got bacteria throughout the system.

EzzyT - Thank you! The bottom drawing is pretty much what I gave them but they said it wasn't good enough. Piotr Zelasko is doing a CAD drawing of my piping schematic. Thanks again for the effort.

It's up to the company that does it right to explain why they are more, and that was sarcasm, they have alternatives, it's up to the consumer to be an educated consumer, if all they do through life is buy cheap, have problems and keep buying cheap they have a learning disability.
There are countless resources for them on the net including reviews of companies, Angie's List, their state govt, licensing, etc etc etc etc, they can make an effort.

Personally I don't like them, I see them as a fire hazard even though there seems to have been few fires attributed to them. There were some recalls but you'd have to know the brand to search it.
It just doesn't work in a cold climate, radiant in the floor works because that's where you're feet are.
Electric radiant in the ceiling has too long a run time and consumers usually end up with a high utility bill.

It is not very popular here. Nobody wants their heads heated. I had a friend that had that in a luxury home. It was the most uncomfortable heating system specialy when it got very cold.

The near boiler piping is a mess granted, and needs to be changed. But that problem zone needs repiped in 3/4 period. There is plenty of baseboard to get the btus out if you can get them there with out a screaming flow rate to keep a decent average water temp. You need 334 btus a foot thats doable.
