So, they have their own thermostat and they ask you for permission to increase the setting above 72F? I would go ahead carte blanche and raise their rent $20.
If they are otherwise good tenants, this seems a small hurdle to keep things on the straight and narrow, no?

keep in mind that the delta t between outdoor and indoor is an average of like 40 degrees f and the increase in heat loss with delta t is linear so raising the temp from 72f to 76f will cost like 10% more, the cost is pretty close to trivial compared to things like mortgage interest.
Adding tankless coil to Peerless Boiler
I am wondering how to remove the plate on my Peerless WBV -04 hot water boiler without the tankless coil in it. I am limited on space and need to remove my indirect tank due to leak.Oil burner only. While viewing the existing plate without removing the boiler cover I don't see bolts or screws. Can it removed so I can install a tankless coil and would a 5gpm be sufficient for a home with 3 people, 2 showers, one bathtub, washing machine and dishwasher. Location NJ.

Or use black pipe nipples on each side of the pump. Use split ring pipe hangers with 3/8 threaded rod with nuts and F & M plates (ceiling flanges) to mount the pump to something substantial

Uneven temperatures are caused by a Duct Issue. Address that.

Just be aware that no thermostat — even the best smart thermostat — will do anything for the uneven temperatures.
Re: Combi Boiler water heater side... need a T&P
The only time you need a T & P is if you have hot water storage.
- A tankless heater in an oil or gas boiler doesn't need a T & P
- Indirect and gas or oil tank type heaters have them as do HP water heaters
- Tankless gas fired WH I don't know but doubt it.
I don't know what the minimum storage requirements that are would require a T & P
Any water heating device needs a T & P or a straight pressure relief.
A combi is basically just a HX and I don't think it needs a T & P.

Use hard pipes or copper from the boiler to the pump location. That should be enough to hold the pump in place. Don't ever put a pump, or any other hydronic accessory like air scoops or flow check valves between 2 pieces of PEX tubing. It is not designed to support the weight of anything. You will surely see sagging and eventually develop a leak or even separation of the PEX from the fitting it is attached to, over time. Besides it looks so amateur and screams "I have no idea what the H*** I'm doing"

If you work on cars for any length of time… you either have or will lose a half inch or 10 mm socket somewhere in there…
