While I agree with you in principle, @DanHolohan , I have one other — and it's major — concern. If this regulation is necessary — and it may be — it points to two underlying problems. The first is that the people who own and maintain buildings are assumed to be incompetent to perform proper maintenance. This may be true… but the assumption is unfortunate. The second, however, is a deeper problem: it was one assumed that the parents had an absolute and unbreakable responsibility to care for their children, to teach them well (in many different ways!) and to protect them from harm..
This relatively minor regulation is just another one saying that the parents can outsource that responsibility to "society" without consequence — indeed that it is preferable that they should do so.
Not sure I like that.

if the circulator is too big for the piping or a valve is mostly closed or a strainer or something is clogged, it could still be cavitation.

If you were to add an indirect water heater to your system ( see Heat Transfer Products SSU 45) for example. You would greatly reduce your summer season fuel consumption Simply by lowering the low limit setting on your aquastat to its lowest setting. This will stop the majority of the cycling, greatly reduce the standby loss from your boiler and store the hot water you're making. The standby loss of your boiler could be up around 30 to 40 degrees an hour where as the indirect might be around 1 degree an hour. And keeping the low limit aquastat set to around 100 or what ever the lowest setting is the boiler will not condense. It'll take a few years for the cost to balance but it's worth it and you'll be happier and more comfortable.

The most creative solution I see is bringing the end of the main in the garage over the garage door as a dry return then either dropping it and the other main in to a wet return and bringing that around the perimeter to the boiler together or brining them separately around as dry returns and at some point dropping them down in to a wet return that goes to the boiler.

the dry returns must drop below the water line before they connect together. if they connect together above the water line, steam from the main that fills first can flow to the main that isn't yet filled through the return and close the vent on that main, preventing it from fully venting and making it slow to heat.

What is the pressure on the boiler gauge? 12- 15 psi cold is a range

With low pressure and high temperature you could be getting some cavitation noise
