I think maybe 1-1/2". copper risers going to 2" mains might be a reason for getting wet steam into the mains, but maybe it's just me!
I can only guess at the pipe sizes from the picture but I believe this is what is going on under that insulation.
The installer followed the manufacturer's piping arrangement perfectly, but the manufacturer does not tell you how to connect to the rest of the system. You need some common sense for that. 1'1/2" copper is not the right choice in my opinion. I thins at least 2" for good measure, and I might choose iron/steel pipe and fittings over copper. But that's just me.

Oy. You need to find out — somehow — exactly what was plugged and where. The storm water must still be going somewhere, and you need to know where it is going and how it is getting there from your property. Then you also need to find out how the sanitary waste water leaves your property and how it is getting there.
"Plugged" is not a term I would expect to see. Redirected, yes. The "plug" may have been to disconnect the storm drain system on your property from the sanitary drain system on your property and redirect that storm water to a new storm sewer.
But you would do well to figure out what was done and where the water is going before you start either capping or opening pipes.

Take a picture of the pressuretrol (pressure control box on the front of the boiler) When is the last time the pigtail (siphon loop, usually steel or brass under the pressuretrol) was cleaned?

It's their recommendation. There are life limited parts in there, as there are in any mechanical device. They are all replaceable, and the body of the thing is cast an pretty well bulletproof. So… if one does one's maintenance and replaces the switch contacts and gaskets and, very likely, the float and its linkage either on condition or at failure, they'll go for decades. If one doesn't, they won't. There is a cost/benefit equation in here too: is it cheaper to just replace the whole thing after a certain time, or is it cheaper to take it apart and replace worn out stuff from time to time…

What is the model number and the brand of the power vent system you have? That is where your short cycling problem is located.

Ok. As neilc says, you have to slow the fast heating rads to get steam to the slower rads. Steam will take the easiest path, your only control is radiator venting.
