I just called my borough on a related topic.
Me: Are permits required for the replacement of a steam boiler
    Borogh: No
    Me: None of them?
    Borough: No

Some areas aren't minding the store.

MA. is/was known as one of the strictest states. At one time I had about 11 licenses, let a bunch of them go.

Now, nobody seems to give a crap. Some only get permits if they are forced into it by needing a gas meter or an electric meter for electrical work.

And the inspectors, that's another story. Our Governor wan't to do away with licensing.

    It's a reading problem.

We all see steam boiler posted here that are installed wrong because the installer didn't read the install manual.

Imagine that someone that knows absolutely nothing about steam but could put pipe together could pipe a boiler better than the "professional" installers who can't read.

    This is the same thing.

Mod cons and 90% furnaces generally have the same flue requirements.

But every manufacturer requires something different.

You have to be able to read

They all seem to have the same vent diagram that someone that is no longer there drew in 1985 and no one that knows why it was that way is there anymore.

Maybe the vents were there first and the stairs later. : )

I see the problem: the right vent termination is one inch higher than the left... :D

And to think they dare use PVC.

Should have used vent ells, everyone knows that you need a vent ell for venting. Sheesh
