It's new technology, part steam and part hot water.
Maybe the radiator was to big for the space and they wanted to reduce the output LOL0 -
He was trying to add more mass in the form of water to even out the heating between cycles. lol0

In my world we see stuff similar to this weekly, much to my surprise it works most of the time. If WE installed it like that it would never work and we would be out of business in not time.0

Its a hybrid radiator, part steam and part hot water.
In reality, I wonder if it would heat the first time until it fills up with water then becomes a decorative accessory unless the pressure is through the roof!0
