it's for replacement.
I can't find any mfr on the damper itself, however, the motor and controls are all there. Had a relay switch or two go bad and the electrician would (obviously) like a wiring diagram for it. The motor is Honeywell but the other side I do not know. For the time being, the damper has just been secured open.

I finally found the paperwork for it buried in a file cabinet. It's an 18" EnergyVent.0
