That plugged Tee is gonna hold water which could be an issue. Have them rotate it so that the bull is pointing upward and it will be okay.

Every fitting in the header is going to hold some water id leave the tee alone. As long as the water doesn't restrict the flow it shouldn't matter.
But I am curious why it's there?
Single pipe 392sqft system with an EG-40 rated for 325sqft and it's silent and balanced at all times.

Why wasn't the second riser tapping used?

I think they plugged this tee that they had previously installed

They did the cheapest correction possible.
A better approach would have been to reverse the two connections to the Tees so that both risers were used.

It looks like they enlarged the single supply. It might even be as per manufacturer specification. But even if it's not, it's fine.
