rinnai 38k vented heater “L” on display

Picked up a Rinnai 38K vented heater,used,.hooked it up to gas to test it fires up ok.i set the temperature at 78° and it shows L on display. The manual states that it’s in low combustion mode (I think). It’s in a cold room. No error code. Can I get this thing to run in high combustion mode?
