Electrical - plug lock?
Does anyone make some kind of listed lock or strap to keep plugs from being removed from receptacles? For example sump pumps etc.
I know there's twist lock plugs but id rather not get into cutting off molded plugs to add a different plug on a cord.

It is the disconnecting means. I'd go with the twistloc.
David's concerns are bout cheap hardware store plugs on zip cord. The type of clamp and termination that a twistloc plug uses makes it very unlikely that the cord would pull out of the plug.

Although if you put a switch before the receptacle that I think would solve the disconnecting means part.

You could put this type of cover on it and loop the cord in such a way that it tends to pull the plug in rather than out under the cover:

What @hot_rod posted should work if it is listed but I would put a switch in front of it. Or a twist lock.

I bet it is not listed for obvious reasons. It also says contact us for chargers not shown here which would imply they definitely didn't put it through the listing process.
I strongly suspect that they are completely oblivious to the fact that it needs to be listed.
