How is your hot water made and stored? Indirect? Stand alone? Tankless?

PRV on your incoming supply. You may need other components, depending on plumbing and local codes.

I have a ball valve on the same line going in ,adjusting that will that do it or does it need the pressure reducer?

You need the pressure reducer -- a ball valve isn't the same thing at all. Leave that wide open.

Probably a thermal expansion tank also, they may have added a backflow device.

Put a gauge on a hose bib to see what pressure they are sending you. 55- 60 psi is adequate. Code suggests 20 -80 psi max.

Above 80 psi you may have issues with faucets, toilet ballcocks, etc.

The problem might be attacked more easily and at lower cost by installing a low flow showerhead, if you don’t already have one.
