    Relief for all the extra water that the steam carries out, so it doesn't have to fight it's way back in through the riser?

    Maybe started to add the water fill connection there and thought otherwise. I have seen a steamer with water fill at that point.

    Perhaps they removed one of these and thought the three-quarter inch line was necessary, which in this case it wouldn't be because you have the Hartford Loop

    The end cap is puzzling. Otherwise, I would say they intended to overfill boiler to that point to prevent waterline rot during summer.
