Here's a thought, maybe there's a manufacturing defect in the tank and there isn't a dip tube in it and it isn't stratified.0

Assuming that 6:00 on Homers diagram is the front of the tank It looks like OP's tank is piped wrong. But then it wouldn't work at all would it?
