Cold weather heat pump COP

Crazy question here from a commercial tech. I work with Water Furnace and McQuay water source heat pumps all the time and they are very efficient. Recently I've been looking for a non inverter style heat pump for a Northeast residential home. Has anyone ever installed the Ruud/Rheem classic RPZ style units? Technical submittal shows a COP of around 3.9 at 47 degrees. And 3.0 at 17 degrees. Is this really possible with air to air? Feedback is appreciated, thanks. My apologies if model numbers are not allowed:(

Those numbers do seem high. Could you post the document? I am curious.

Why non-inverter? Depending on the model and combination of heads LG red inverter units are capable of COP over 3 at -13f

Those pretty typical COP ratings! A non-cold climate heat pump will lose capacity at 17F, but will be efficient.
