Cold weather heat pump COP

Crazy question here from a commercial tech. I work with Water Furnace and McQuay water source heat pumps all the time and they are very efficient. Recently I've been looking for a non inverter style heat pump for a Northeast residential home. Has anyone ever installed the Ruud/Rheem classic RPZ style units? Technical submittal shows a COP of around 3.9 at 47 degrees. And 3.0 at 17 degrees. Is this really possible with air to air? Feedback is appreciated, thanks. My apologies if model numbers are not allowed:(

Those numbers do seem high. Could you post the document? I am curious."If you can't explain it simply, you don't understand it well enough"
