Could this radiator cover liner be asbestos.

Purchased a 1926 home in NJ. Working on getting the steam heat working better. One metal radiator cover has a liner. Could this be asbestos? It’s deteriorated and looks like layers of soft material but not crumbly like I would envision asbestos around pipes.
