When you say a natural gas regulator are you talking about an appliance regulator? What is the make and model of the regulator and its pipe size? Is this a commercial gas range and if so what does the rating plate on the range call for as to pressure?

A picture of what you have both at the appliance and meter would really help.
If you in fact have 5# pressure in the house (that would be different), the regulator that came with the appliance will not work.
You would need a step down regulator at some point in the system.
