When you say a natural gas regulator are you talking about an appliance regulator? What is the make and model of the regulator and its pipe size? Is this a commercial gas range and if so what does the rating plate on the range call for as to pressure?0

You didn't get what you didn't pay for and it will never be what you thought it would .

A picture of what you have both at the appliance and meter would really help.
If you in fact have 5# pressure in the house (that would be different), the regulator that came with the appliance will not work.
You would need a step down regulator at some point in the system."If you can't explain it simply, you don't understand it well enough"
