The supply going off to the right forms a big loop around the basement and returns to the boiler at the duct-tape-wrapped tee. You can imagine what happens when the steam goes left and opposes the returning condensate...

I don't do steam because there is none around here, but isn't the pigtail supposed to be vertical?

Nope....that's and old mercury thing....but, that said, in plumbing everything should be installed in a workmanship like manner.0
