I liked your latest comment on the Brookline nonsense -- but I'm bowing out of that one. You are, however, absolutely correct on the problem with local micro PV versus the grid as a whole. Unfortunately -- not to my surprise -- it appears that our resident solar enthusiast has no clue about that whole group of problems (he should go to Germany, maybe, to get a view of it?).
I do think that there is a genuine problem. Further, I think that it is of sufficient magnitude and complexity that it will take some rather hard headed engineering to solve -- but I also think it is solvable. Unfortunately, most of the action seems either to be fanatics of one flavor or another, which doesn't help, or people yelling and demonstrating for or against their own pet solution. Which doesn't help either -- particularly in that most of those solutions, while locally valid, perhaps, do little in overall terms.
