Steam Problems in a large institution

I'm involved with a group that has a basement space in an old concrete building that's on a campus of a large university. (It's a school everyone on this forum would know.) There is a steam plant elsewhere with large piping running through the basement and above my group's space. Our suite is conditioned but the remainder of the basement is not. Steam appears to be made year-round and some of the piping through the space are fairly warm to the touch even in summer.

About six weeks ago something broke and the basement hallways became steamy. It got to the point where the paint on the concrete floor was starting to delaminate from the warmth and humidity.

It took a few weeks but they fixed the immediate problem. I was told a pump had failed and was replaced.

In the meantime, condensation was forming on the cold AC ducts in my space. The water leached into the drop ceiling tiles and at one point, an entire drop ceiling collapsed. (The anchors had been been attached to drywall ceiling above, not the concrete deck, and could not support the weight.)

Today, the basement is better but not great. Even in the conditioned space, humidity remains at 50-70% with the condensate pumps running constantly. The exposed, uninsulated ducts and air handlers sweat and drip. Many of the fresh air ducts into the suit has been covered (although not airtight) in an attempt to decrease humid fresh air into the space.

So my question to the experts: What is a reasonable humidity level to expect in conditioned space and in non-conditioned adjacent spaces? What sorts of fixes/improvements would be common in a situation like this?

I know I'm not providing many details — it's not my building so I only know what I can see in accessible spaces. I feel like I have an OK grasp on small residential steam systems but not something like this.

    The space needs a dehumidifier, too much and it becomes a sweaty day, and too little invites static electricity.

    Normal humidity in a basement is between 30%-50%.

    There are three sizable air handlers in the suite, suspended from the ceiling. In a normal case, should these be sufficient to dehumidify the space? They mostly provide acceptable cooling.

    an air handler and chill water should be adjustable to increase latent heat removal and decrease sensible heat removal.

    Different circuiting on chilled water coil can increase latent heat removal. Downstream circuit provides reheat.

    Did the problem exist before something "broke", or has it always existed?

    If it did not exist before you need portable dehumidification.

    They could probably rent a "Cargo Caire" which is an industrial sized desiccant dehumidifier to dry things out.

    If the problem has always existed, then you need dehumidification installed.

    If the cooling is adequate, then reheat coils could be installed to get more dehumidification, but you would probably need an engineering study for that.
