Multifamily steam thermostat?
Are there any thermostats out there where I can have 2 thermostats (one for each unit) that the tenants can change the temps & the thermostats will sync and average the 2 temps?

I'm not aware of anything that has two setpoints that are averaged, but many thermostats can average several remote sensors. Either one tenant has the setpoint control, or it could be in a secure location managed by you with just remotes in the spaces.

Why don't you invest in temperature regulating valves(TRV's) that take the place of the radiator vents and be done with it??

Average isn't useful anyway. One could be 50 and one could be 90 and it would be a perfect 70 degrees in there according to the boiler.
What I would do is to run two thermostats in parallel to prevent either place from being too cold and then teach the "hot apartment" residents how to reduce heat by covering radiators or disabling vents.
